SECTION 1.
Item 2240-002-0890 is added to Section 2.00 of the Budget Act of 2020, to read:
2240-002-0890—For state operations, Department of Housing and Community Development, payable from the Federal Trust Fund. ……………………0
Schedule:
(1) 1665-Financial Assistance Program …………………… 0
Provisions:
1. The funds appropriated in this item shall be made available to administer the State Rental Assistance Program.
2. Upon order of the Department of Finance, amounts transferred to this item may be transferred to Schedule (1) of Item 2240-102-0890.
3. Any amounts transferred to Schedule (1) of this item pursuant to Provision 2 of Item 2240-102-0890 shall be available for encumbrance and expenditure until June 30, 2022.

Provisions:
1. The funds appropriated in this item shall be made available to administer the State Rental Assistance Program.
2. Upon order of the Department of Finance, up to 10 percent of the amount available in this item may be transferred to Schedule (1) of Item 2240-002-0890 for the costs to administer the State Rental Assistance Program.
3. The funds appropriated in this item shall be available for encumbrance or expenditure until June 30, 2022.
SEC. 3.
Section 39.00 of the Budget Act of 2020 is amended to read:

SEC. 4. This act is a Budget Bill within the meaning of subdivision (e) of Section 12 of Article IV of the California Constitution and shall take effect immediately.
